I had a similar intention and hopped on the app to test this feature, only to discover the same.
The irony is, the early version of the Substack app already had this feature (mobile editing). IтАЩm very curious about why they removed it, and how long it will take to get to more parity (starting with syncing the drafts).

Correction: apparently drafts are not synced between web and app yet.
