You can search a substack by simply going to the publication itself (in a browser) and using the search icon that appears at the top on the right side. It works quite well.

HMMM.... I AM ON WIN 10 DESKTOP - BRAVE BROWSER. THE SEARCH FOR ME WAS FOR THE ENTIRE SITE (ALL CONTRIBUTORS) AND IT DIDNT EVEN SEEM TO RELATE TO MY SEARCH REQUEST AT ALL.
I think you will find it you look closer that when you are on a publication and use the search tool, it says "people and posts" -- but those are "for that publication."
If you want to search substack, in general, you would have to go to the main substack.com page. Searches then are for "all" publications.
