Hello Neena Saha. The reason why a majority of the 60% of kids are unable to read at grade level is confusion. Their confusion is a result of teachers teaching wrongly.
I was cajoled into teaching a friend's son who had gone to kindergarten for a year and had gone to primary one for one year and was unable to read even a single sentence.
I am not a trained teacher and have worked in the auditing field. I was curious why a smart kid was unable to read and decided to research.
I have, since 2004, taught more than 70 similar kids and found that almost all of them could read in Malay but not in English.
By interviewing my students I discovered that they were unable to read in English due to confusion.
I now have lessons that are free of charge on my blog and on YouTube for any parent to teach their kids.

It is interesting that 60% of schoolchildren do not read at the proper level.
